It is only where you can spot and then influence what is happening during that turn rotation you can do anything at all about saving that playthrough. It is really not that common but you can get unlucky and see it a few times in a row which is frustrating and then you may go years without seeing it at all. There are some errors in the map no one was able to find to fix where sometimes a unit will shift to an invalid tile. You know how you are at war with a faction with an army in their territory? When you declare peace, your army shifts out and their armies shift out. i assume its a corrupted file, but wasn't completely sure. previously i also had where mouse wouldn't allow me move on campaign map also. it gets to the 3rd to last flag then crashes. Its crashing when i end turn and the flags rotate. If everything works fine again after reloading and continuing until it does it again, that is a heat problem or bottleneck somewhere and more than a few steps to fix. If you cannot load the save, then it is a corrupted save.
End turn, crashes, load save, repeat, it is a pathfinding error you should not see very often but you will run into.
